The Institute of Public Administration, in cooperation with the German Jordanian University (GJU), organized the second session within the Professional Diploma Program on Administrative Modernization in the Public Sector Modernization Roadmap.

The Minister of State for Public Sector Modernization, Eng. Badria Al-Balbisi, emphasized during the session — moderated by GJU President, Prof. Dr. Alaa’ Al-Halhouli — the importance of partnership with the German Jordanian University as an academic institution that contributes to supplying the labor market with highly qualified and skilled professionals.

Al-Balbisi commended the participation of a distinguished group of public sector employees who were carefully selected to join the professional diploma program in Public Policy Development, highlighting their key role in enhancing the efficiency of government institutions through the acquisition of practical skills and applied knowledge that contribute to improved performance and decision-making.

She explained that over the past few years, the government has worked to enhance the performance of the public sector, achieving tangible results in some initiatives, while others did not reach the desired level. She added that at the beginning of its second centennial, and under the leadership of His Majesty King Abdullah II, Jordan launched a comprehensive national modernization project built on three main pillars: political, economic, and administrative modernization.

The Minister stressed that the presence of strong national institutions and qualified human capital forms the foundation for sustaining these modernization tracks. She pointed out that technological progress, digital transformation, and economic challenges have driven governments worldwide to redefine their roles — transitioning from being direct service providers to facilitators — by setting public policies and strengthening partnerships with the private sector, which can deliver services more efficiently and effectively.

Al-Balbisi also called for enhancing institutional flexibility and empowering the public sector to adapt to modern changes to achieve the desired development and progress, particularly amid the rapid pace of digital transformation.

For her part, the Director General of the Institute of Public Administration, Eng. Siham Al-Khawaldah, stressed the importance of cooperation and integration among state institutions, working as one system to exchange expertise and maximize benefits, thus achieving the highest levels of accomplishment sought by the state in its public sector modernization journey.

Meanwhile, Prof. Dr. Alaa’ Al-Halhouli, President of the German Jordanian University, praised the ongoing collaboration with the Institute of Public Administration in implementing the professional diploma program. He reaffirmed the university’s strong belief in the importance of developing the public sector and supporting national efforts aimed at modernizing it.

He concluded that this cooperation represents a genuine partnership between higher education institutions and the public sector, working together toward sustainable development and effective community service.
